He wants to be a kim/xi/putin so badly and does these weird things to puff his chest at them. Like how he famously used to do the ultra squeeze handshake to European leaders. It’s an ego thing for him, he doesn’t even think about it. He needs to have the optics look as if he’s in charge all the time. Make an incident when there isn’t one just to be in control of when it ends. Make everyone squirm, then either benefit from it or terminate it and say you’re the hero. It never ends.
