There’s always some random spreadsheet, or paperwork, or approval that only they know even exists. Or they know exactly how to get that one important system back online when it fails every 6 months.
Management sees those 15 people walking around and think they can just fire them and only get the benefit of the 3, but in reality, it just pushes those tasks to the 3 folks and makes them even more overworked.
Not everyone needs to be heads down at their desk for 8 hours a day, 5 days a week to be valuable.
It is more “this manager thinks he is one of the core people” but the commenter has logs and proof that he does nothing all day except break company policy. If the manager ever decides to fuck around and fire people, he gets to find out pretty quick.
Dude probably does nothing 90% of the time, but if he’s not there for at least part of that other 10%, everyone is fucked. Positions like that do exist.

This isn’t one of those cases, but I agree those can exist. They don’t justify a salaried full time position though.
unfortunately those positions do justify full time positions frequently as otherwise there wouldn’t be anyone within many hours to do it
