Just pulled up the scene and you’re right, it is just the US, still surprising they got everyone but those two.
Also Mark & Eve are the two responsible for getting Doc Seismic locked up, so he knows them.
I initially assumed it was going to be those two being the only ones without trackers (and Oliver, also trackerless), but obviously they made it clear Mark is well tracked by the end of that scene.
The only thing that makes sense is flying/not at ground level, since Eve lives in a treehouse, but that seems too convenient.
It’s minor since you could just have the Guardians captured first, then have Cecil confused as others start dropping, forcing him to turn to Mark and Eve. I just found it too convenient.
