If you apply such cut only above a certain threshold income everyone under that threshold will not reap the benefit of that cut while, at the same time, they will be affected by a lack of investments in public spending and services which will derive from a lower income in the state revenue caused by said tax cut. Double the whammy for the poors and soon-to-be-poors now middleclass, way to go for the fiscal responsibilty party!
