I think it would have been totally different with 20-episode seasons. You’d see more corruption to justify Amon in Book 1 and more of Republic City’s flavor, more Ghibli-esque Spirit World an opportunity to build Unalaq in Book 2, more Red Lotus, illustrations of Hou-Ting’s rule, and time to expand Korra’s outrage over the lie of her isolation in Book 3, and more room for Korra Alone and Asami’s development in Book 4.
All this happened in the background, it just wasn’t on screen.
I liked the characters in Korra, not the plot so much.
Admittedly, too much was implied or subtext.
