Yes it’s risky, but I don’t see how we can be outraged at other states hacking into us when we are doing it to them, and doing it first. We have to stop escalating, and yes, nation states may exploit de-escalation. Perhaps if we could and will focus on defensive cybersec consistently, others may consider it.
