Politico reported this month that cooperation in the Arctic had been discussed in talks between Russia and the U.S. in Saudi Arabia, citing Kirill Dmitriev, head of the state-owned Russian Direct Investment Fund.

Bloomberg said the Trump administration is open to business ventures and cooperation with Moscow, causing concern among Ukraine’s European and NATO allies who have accused Russia of GPS jamming in the Baltic Sea and sabotaging underwater cables.

The United Kingdom and Norway started talks last week on a defense deal aimed at countering the threat from Russia in the Arctic that will see the countries’ armed forces working more closely, including protecting undersea cables from sabotage.
