If I recall correctly, it’s because getting vitamin d toxicity is hard to do (you need a really high dose) and your body excretes the excess pretty easily.
So it’s pretty trivial to just have it at a high strength because people at all levels of vitamin D deficiency can use one product. And you get to market a bigger number.
