I think the issue comes when one culture tries to annihilate the other one’s peoples but keeps the marketable pieces of their culture.

like doing an ethnic cleansing on native Americans and keeping feathered hats as costumes, or ethnically cleansing Palestinians, denying their existence and turning their food into the national cuisine.

The real crime is the genocide/ethnic cleansing, the cultural appropriation ends up being more of an insult to injury.
