Its a bicycle with a shell over it. Yes, you can go a little faster on the flats, but hills are much worse.
I’d take an electric recumbent trike like this though.
From what I’ve read, it’s not that much worse. Especially since if you can build up and keep momentum which is easier with better aerodynamics. Also the weight doesn’t have to be that much more.
