Frankly the walking scenario is largely hypothetical.
Around here large cycling groups tend to just gather near some nice foresty areas or a big lake and just have a nice drive.
So cars get randomly slowed to 10 miles and hour or so on nice days on the small parts of roads but people understand, and just deal until the next opportunity. If the bikes took up an available passing lane in such an ad hoc gathering though, I think then the cars would be less understanding.
