What do you think it means territorial integrity and political independence? It mean the USA or any other country can’t tell another country to remove it’s leaders especially with no proof of conspiracy against the USA, who should and shouldn’t be the people ruling . It doesn’t matter if the congress approve it or not . It mean the USA can’t steal Venezuelan resources regardless of what American congress say.
