Not necessarily. An FFL has to keep a copy of your 4473 on their books, but it’s not shared out beyond that (depends on your state of course, but I don’t think it goes to the feds.). When the background check law was passed there was much concern about it creating a registry, so it’s just kept on file locally and can be inspected by authorities if the need arises.
