Didn’t they fly drones into office buildings in Moscow? I get that it was late at night and empty etc etc but just doesn’t seem like a legitimate target as you say.

Well, flying a chessna into cold war russia was not a sane decision, either.
Not amazing, good ecm and coordination with allies that have spying/surveillance capabilities than most of that entire swaths of former bloc states.

Yes, the building housed the ministry of economic development, the digital ministry and the ministry of industry and trade.
There were residential buildings hit in one of the earliest attacks on Moscow.
Because the drones were shot down and crashed into them.
