My mistake, it was a zoo worker. I guess since the Fire Department was there (coincidentally, as it happened) I assumed they called the police as well.
The story as recounted here (with weirdly unrelated pic) and the wiki referenced articles make it clear the zoo director called for killing Harambe rather than risk him accidentally killing a child he was almost certainly protecting. I’m sure a crowd of yelling people helped no one.
