American black bears are some of the most passive animals, they hate confrontation and will basically always flee. Even if hungry and even if their babies are in danger. The scariest thing they will do is bluff charge while vocalizing and the run off.
I seriously doubt anyone keeps records of dog deaths like they do humans. But bear hunters use dogs to hunt them because they scare and corner them, by running them up a tree. American black bears are afraid of everything.
