That was the mid-to-late aughts (2005~). Most people didn’t have anything close to a good enough internet connection for that pre-2000 and YouTube didn’t even exist then. Your link is a perfect example of the late aughts.

Windows was wide open and the attachment would run a script to turn your volume to full blast and disable your ability to turn it off.
That song was considered so cringy but it would blast the entire office from your cube and you couldn’t stop it.
