How do I swap CTRL & Fn Keys? It’s a Dell Vostro 3420 I tried Gnome Tweaks - Don’t have a exact option to swap Fn and Ctrl

My L420 had it (2011) and every ThinkPad I’ve used (many) ever since.
I don’t think my T61 has it, or my X301.
Different definitions of “new” then.
