All policies are informed through factual knowledge as in I would need to do a lot of meta analysis on what’s already been done and what outcomes arose to inform some starting condition in detail. Aka based on history and our accumulated knowledge what actually would be the best political structure in detail. That said based on my personal knowledge I suspect it will be a socialist democracy with some degree of capitalism as to encourage and reward innovation and development.
Honestly to my knowledge you’re at the beginning of a new idea. There are similar concepts such as Scientocracy or Deliberative Democracy but they are slightly different.
In this concept the entire structure is informed by scientific methodologies and facts and the very core concept is the optimization of human and environmental wellbeing. So I can’t say as of now that it is strictly democratic, I would need to infer what the evidence says is best for the intended goal. Also similar to science any and all of it beyond the primary goal can be overwritten if there’s enough evidence to inform that choice much the same as how primary theories in science are overwritten when there’s enough or strong enough evidence showing they are incorrect. That is it’s perpetually changing to ensure the primary goal. Honestly I don’t even have a name for it.

Right now we have systems built from someone’s beliefs from hundreds and thousands of years ago of which are not informed by anything factual at all. Just someone influential enough believed hard enough and convinced enough people and that’s about the ins and outs to humanities current political structures. Pure faith based systems vs what I’m proposing, a fact based system.
