Red Meat is (or was) an indie / underground comic that began in 1989. The idea was for author Max Cannon to take stock characters and have them interact via speech bubbles with minimal movement and scenery change. So the first panel usually wound up looking very much like the last, only with changing text. Here’s an official strip, below:

Built on top of that (or alongside, whatever) was a cool webtool that allowed visitors to select two characters from a pool of two dozen+ and add their own text. Unfortunately the tool doesn’t seem to work anymore. I found it fun to play with, and there was a long archive of user-submitted toons, a lot of them pretty amusing IMO. And really, just a tool to format text in to speech bubbles still seems oddly elusive even today, but that web-tool handled it like a boss.

As for the OP comic, it was created long ago by, uh… someone, and if you want to read more of the official “RM” comics, the first link offers a few dozen.
