I believe he intentionally did it and the intention behind it has nothing to do with supporting nazism, but rather to cause a sociological force on society upon the divisiveness of controversy, and him throwing the Nazi salute prolly sold him a thousand cars in itself, minimum, as a thousand racist tech-minded dummies identified with him.
