Jessica, her partner and son are raised by humans but are not kept in captivity. They are free to go where ever they want, they come back every time by choice. When visiting you can feed them and learn about their story.

Interesting stripe on her head, what’s that about?
It looks like she refused to move while they painted stripes on the edge of the dock, but I think it’s probably shadows with weird contrast effect from the photo.
I believe it’s a shadow. Look where the stripe meets the dock, and you can see it continues
