To be fair. It is illegal to walk access highways in Europe too. But it’s not a generic law.
But in Europe there are usually pedestrian footpaths to lead you around or over it. In the US walking is simply not considering an option at all.
Also the highway is usually fenced in, making it clear that in this case you’re not supposed to be there.
