The US didn’t even do it. Their voting system just incorporates some aspects of democracy in bits of it.

There’s the electoral college, representatives voting, financial influence, no voting in Puerto Rico or Guam… Very little of it has ever incorporated the keystone of democracy; the people have a voice and say on things.
