Because people all need to get to different places, and walking/wheelchairing half a kilometre in one direction to access a bridge and then walk back sucks
Not every intersection is busy enough to warrant this.
I.e. not every pedestrian matters
If a road has one vehicle come by every hour, you expect a raised pedestrian bridge? A lighted crosswalk is totally fine.
Context matters, but exaggerate to make your point i guess.
