She’s definitely an “outsider”, but I don’t think she’s a Manhunter. We learned this episode that she’s from Gotham and she talks about having to earn the respect of the town; specifically from her father in law which is also interesting.
But she’s absolutely hiding something. Whenever Hal reveals something, she already knew about it. John points out the alien in the first episode, Hal agrees but says he isn’t telling Kerry, so John tells Kerry but she already knows. This episode Kerry already knows about the alien detectors.
But Kerry also seems to be covering up at the big town meeting. She seems to explain away the weird hospital with no other people and fresh equipment.
So she knows something. She is fairly straightforward with Hal in some cases, so she’s hiding something, but I don’t think she’s a Manhunter… Unless there are multiple Manhunters.
