In my area, most places are paid but even the free ones don’t have carts just left around. They’re often lazily put in the shelter thing but they’re in there.
And it works. I’ve never seen an Aldi with a parking lot strewn with carts.
Sometimes I don’t even make it back to the cart area before someone comes up to me with a quarter to trade for the cart.
