An investigation by Gamers Nexus found LG smart TVs sweep local networks to map phones and nearby devices. Tests also showed the sets can capture microphone audio with the screen off — they then upload data once reconnected to the internet.
You can buy a Roku TV and just never set up its internet connection. Other brands are likely similar.
If you have already connected it to the internet, you can just choose the “reset” option in settings to start over and then avoid entering network information.

I don’t entirely trust the ‘reset’ option to clear its memory of old wifi passwords, and I don’t trust it not to silently attempt to connect using those old passwords.
