Even for the most gentle shipment service, this doesn’t look like enough packaging.
OP says its double boxed.
Not sure how putting it in a second box would fix it.
Looks like the cookies were just put in there all together
The original sender failed the school egg drop experiment.
It is the padding inside the box, around the cookies themselves, that’s the problem.
Most of the packaging was removed to take the picture.
I’d the outer boxes weren’t damaged then it’s a packing issue.
