Nah, his company had nothing to do with Luna 25. It was made by different guys (Energiya where this dude worked makes Soyuz spacecrafts while Luna 25 was made by NPO Lavochkin). Energiya is the most successful of Russian space companies (which is not a high bar of course but they are still at the top), there is no point in punishing them.
