Because his arm looked like it could have been stuck in a position where he couldn’t actually tap, and his other arm was wrapped up. Sometimes if you’re out your arms do strange things, for example Miesha Tate finishing Holly Holm.
His right arm is literally free his left looks stuck but its fighting Argueta’s hands, it looked like he was thinking of tapping but he was just using his right arm to push against Argueta’s hips. I’m not sure what Keith thought Lawrence should’ve done to show he wasn’t out besides yanking his arm away
