Mods will be allowed on Xbox, but nothing compared to what will be available on PC. You can’t install the script extender which is what allows so many mods on PC.
Seeing what could be done for Skyrim on Xbox, that doesn’t bother me that much
If it’s as open as that I’d be thrilled.
