    All right, this might be a somewhat controversial take, but I’m gonna have to say that the reason horses don’t plan space travel is because they haven’t approved funding for a space program. Once that gets cleared up, I’m open to other possibilities.

      Funding? They don’t even have a constitutional framework. It’s been hung up in committees for years.
