Technically putting it on the fan could also work (cooling the air and then later you) but it will be less efficient. More of the cooling effort will go towards cooling other air & items in your house rather than you.
Typically after an hour or so the entire t-shirt will be dry (and in my case: foggy head returns).
@WaterWaiver Just to clarify: by “putting it on”, are you suggesting putting the wet t-shirt or towel over the fan? Or wearing it?

I’m trying it with a towel — let’s see how it goes…
