    Bit of context: The unit these officers were part of, 9th mobile, was created to terrorize people in the West End of Louisville, which has a majority African-American population. Its predecessor was called “VIPER.” It took years and several scandals before the cops realized “VIPER” was not a good name, and they needed to call it something less offensive. “9th mobile” is a less-offensive name, but it was the same racist shit that VIPER had been doing.

    I don’t know why Jason Riley wrote this without mentioning the racial aspect, but he might have been assuming people from Louisville would understand. But for those of you not from Louisville: this is the context.

      Appreciated context, thanks.

      Reporters and editors tend to think they’re being ‘objective’ by not mentioning race. “It’s of no importance who’s black and who’s white,” they imagine, but in police matters race is often the most important factor.
