Do you know what triggers the foreigners coming to join your town to slay monsters when you open up the caverns? It sometimes happens to me ENDLESSLY and I can use them to wait on making a proper military until I get steel production going. Sometimes it doens’t happen at all though
Opening the caverns is what triggers them wanting to move in. I tell them no until I have a military. You can also close your tavern to external people to keep them away, I think.

I usually let a few in to clear the caverns so I can get that sweet sweet silk webs
