To be fair, the “well regulated” part is talking about the militia, not guns in general. Although I’m not a 17th century lawyer so maybe I’m reading it wrong.

“Well regulated” means trained. Not governed by a central authority. Anyone that goes to a range to practice regularly would be considered “well related”.
