If you see two (or more) emoji in comments like that, it means your client/browser/phone/computer doesn’t support combined emoji (or at least not that particular combination)
The one in the comment you replied to seems to be row 233, man shrugging.
This is what I get for prefering older tech. Fun fact it was showing woman shugging with the symbol for man next to it and I just kinda assumed it was a euphemism.
