I believe the rewards are set to the level you received it.
Also in a twist of fate I got my unique permanent wherebear chest right before hitting 80 in a nightmare dungeon, lol for me.
My first nightmare I had butcher spawn in the first room after first trash pull… And he wiped me sigh I got revenge after leveling some glyphs up at least.
