Looks like they plan to have the blue line extension ready to go in 2029 mentioned in the embedded video not the article.
The plan is to have 55% of the population within 800 meters of public transportation stations by 2040.

I have lived on 4 continents now and before I came to live here I had a very skewed view of how the UAE is. There laws are very consistent with the rest of the western world. You probably know someone that works here or has worked here recently and asked them how it is here.

Everyone I know who worked/lived there came back, because it was a literal hellscape…
