A favorite Russian military myth is that winter is always on their side. But thousands are freezing at home.
20,000 people without heating at -25°C for more than a couple days that’s pretty bad. The article mentioned a central boiler, so does the heat get transferred directly? They don’t use gas?
It’s most probably the same system as we have in Ukraine. There are “boiling stations” around the town that provide hot water to the apartment buildings for regular use and heating.
