None of the other states in the region have the capability to grant long term human rights because they are all authoritarian theocracies. Chief among them is Iran, with 100,000,000 people, whose long term foreign policy is to destroy Israel (and America for that matter) and rid the Levant and Sinai of Jews and Christians.
That war would kill tens of millions of civilians.
