This is just the Iowa republican caucus, ie Iowan Republicans stating who they think should be on the ballot in November. Iowan Democrats have no say in this “vote”.
Although Trump clearly won this, it does show at least some division within the GOP that hopefully pays off when we get into the general election. Hopefully those that didn’t vote for Trump here won’t vote for him in the general.

The Never Trumpers just want the GOP to sweat a little bit before they inevitably vote for Trump again.
