Seething this person didn’t steal the boot or destroy the boot, it is entirely possible that no crime has been committed.

We have tickets and boots for parking violations on public roads in Chicago.

I mostly meant it as “um aktshually these boots are still used by a private company”. :p
Ok about that, my city uses a much more sophisticated version for parking violations.
