It’s not uncommon. If a country has a lot of trade with a foreign power or is experiencing uncontrollable inflation, they will often either peg their currencies or make the foreign currency official.
I sort of remember them accepting Serbian currency, but maybe I’m wrong. Maybe we paid by credit card. Oh, right, a cop asked for a bribe and was fine with Serbian currency.
Similar with Montenegro, they dont have official currency but they use euro as de facto currency
