To be fair, female deers growing antlers due to hormone imbalance have been observed in nature, but it’s rare. It just goes to show that even biological gender-- much like everything else-- is far more complex than the neat little boxes we label “male” and “female.”
Though, in an anthro world, anything goes really. The only limit is the creator’s imagination. After all, nothing stops us from drawing boobs on bird sonas, even if they’re not mammals.
Most of the time dragons are usually portrayed as reptiles. Though it’s not really a hard and fast rule, the dragon from pete’s dragon (2016 version) had fur and a rather mammalian appearance. Sometimes dragons may be portrayed as avian with feathers.
Then there’s Falcore from the never ending story who could be considered a mix of mamalian and reptillian (he has both fur and scales), and maybe even a bit bit of avian in there as well.
TL;DR A lot of times dragons are reptiles but not all of us are and we certainly don’t have to be.
