Allegedly they were initially made to met an order placed by the American DEA’s Clandine Lab Enforcement Team (CLET). Essentially people in hazmat suits shutting down drug labs. The idea was that they wanted to reduce muzzle flash as they had concerns about it igniting hazardous fumes in the air of drug labs.

I don’t thinks there’s any online photos of the CLET team using these so the story could be fiction.
