    I think anyone in Texas can get a Houston Public Library card. They have one of the largest digital lending libraries in the country.

      That is correct. Both Houston and Mesquite offer free digital library cards to all Texas residents. Houston also lets you have a regular, physical card but you have to pick it up in person.

        Round Rock does too, and they have a really nice library, with after hours pickup lockers.
