Do you know at what time of his life Yoda is supposed to have written this? Was it before or after the Clone Wars? Order 66?

Unsure. Speculation may lead to him writing it during his ample solitary time on Dagobah. ;)
That would be the most logical answer, to avoid conflicting with him wearing a lightsaber. We remember he lost it during his fight with Sidious, and has had plenty of time to think about it starting only a few weeks after that event.
