For instance, I watch a video on Shout Factory and then pause, close the tab and when I go back to the link it goes back to where I left off.

Not really. The browser just loads the URL, it would need to include a real-time updated tracking parameter to then know on reload when the video was paused.
I think it works on some sites where you are logged in and the site itself remembers until when you have watched, but that’s not something the browser does.
